Hon Sunny Ayang Seeks Stronger Civil Service Reforms as LGCSC Chairman, Commissioners Visit Obanliku

The Executive Chairman of Obanliku Local Government Area, Hon. Amb. Chief (Dr.) Sunny Ayang, JP, on Monday received the Chairman and Commissioners of the Cross River State Local Government Civil Service Commission (LGCSC) during the Commission’s statewide familiarisation tour of the eighteen local government areas of the state.

Welcoming the delegation to Obanliku, Hon. Ayang described the visit as timely and strategic, reaffirming his administration’s commitment to strengthening the local government system through institutional reforms, discipline, and improved service delivery.

During the interactive session, the Chairman highlighted several challenges confronting the Council’s workforce and called for the Commission’s intervention. He advocated for the strict implementation of the Civil Service Law empowering local government councils to recruit officers on Grade Levels 01 to 06, comprehensive staff reorientation, renewed commitment to productivity, and greater adherence to official work ethics, particularly punctuality and effective service delivery.

Hon. Ayang stressed the need for a disciplined and efficient workforce capable of meeting the developmental aspirations of the people at the grassroots.

Responding, the Chairman of the Commission, Barr. Eyo Nsa Ekpo, expressed appreciation for the warm reception accorded the delegation and assured the Council that the concerns raised had been duly noted.

He reiterated the Commission’s commitment to repositioning the local government civil service through purposeful leadership, policy reforms, and enhanced workforce efficiency in line with the vision of Governor Bassey Edet Otu.

The meeting further reinforced the shared commitment of both the Commission and the Obanliku Local Government Council to building a more productive, disciplined, and responsive local government workforce capable of delivering quality services to the people.

Gov Otu’s Press Team Inspects Old Obudu Road, Busi Classroom Block, and PHC Upgrades in Obanliku

The Governor Bassey Otu Press Team, led by the Special Adviser to the Governor on General Duties, Barr. Ekpenyong Akiba, alongside the Chief Press Secretary, Mr. Linus Obogo, the Deputy Chief Press Secretary, Mr. Edem Darlington, and other media aides, has continued its statewide project inspection tour with a visit to Obanliku Local Government Area, where several strategic interventions are transforming rural communities and improving residents’ quality of life.

The inspection exercise revealed remarkable progress across critical sectors, including road infrastructure, education, and healthcare, further underscoring the administration’s commitment to inclusive and people-centred development.

A major highlight of the tour was the proposed 15-kilometre Old Obudu Road project. Inspection of the site confirmed that construction materials have already been mobilised, signalling the commencement of work on a project expected to significantly improve connectivity, boost economic activities, and ease movement for communities along the corridor.

The team also visited the newly completed four-classroom block at the Community Primary School Extension in Busi II, Ijua. The project, executed by the Cross River State Universal Basic Education Board (SUBEB), is already providing pupils in the rural community with a more conducive and modern learning environment.

In the health sector, the team inspected ongoing renovation works at the Primary Health Centre in Sankwala, where medical equipment has already been delivered and put into use, thereby enhancing healthcare delivery and improving access to quality medical services for residents.

The inspection further extended to the Primary Health Centres in Bayayam and Ogbakoko, where renovation works are progressing steadily as part of the state government’s broader efforts to revitalise primary healthcare services at the grassroots.

The projects inspected collectively reflect Governor Bassey Otu’s determination to bridge infrastructure deficits in rural communities and ensure that development reaches every part of Cross River State, regardless of location.

From roads that connect communities, to schools that nurture future generations, and healthcare facilities that save lives, the administration’s grassroots development agenda is steadily taking shape across Obanliku and beyond.

Public discourse surrounding the implementation of the 2025 Quick Wins Projects across Cross River State’s 25 State Constituencies, particularly claims that members of the State House of Assembly received ₦100 million each, has generated widespread interest and concern. Such scrutiny is both legitimate and necessary in a democracy. Whenever public funds are involved, citizens have every right to ask questions and demand accountability. However, public debate must be anchored on verifiable facts rather than speculation, assumptions, or political conjecture.

The Quick Wins initiative was introduced as part of the state government’s effort to ensure that the dividends of governance reach communities directly and without undue delay. Embedded in the 2025 budget, the programme represents a departure from conventional project implementation models by focusing on small-scale, high-impact interventions designed to respond swiftly to pressing community needs.

Under the framework adopted by the government, implementation was driven through existing NG-Cares delivery platforms using a community-driven development approach. Registered community development groups, in collaboration with their representatives in the State House of Assembly, were expected to identify priority needs within their constituencies and submit expressions of interest. The projects covered a broad range of interventions, including potable water schemes, healthcare facilities, educational infrastructure, sanitation projects, skill acquisition centres, and other essential services.

*At the centre of the controversy is the allegation that each legislator received ₦100 million directly for constituency projects. Available information from government sources suggests otherwise. According to the established guidelines, funds for the projects were reportedly disbursed directly to duly registered community development groups and released in phases. Payments and reimbursements were said to have been tied to project execution, verification, and certification by the relevant implementing agencies. In this arrangement, members of the Assembly primarily played facilitative, representational, and oversight roles.*

If this process was implemented as designed, then the narrative that lawmakers personally received or controlled the funds would be inaccurate. Nevertheless, in matters involving public expenditure, official assurances alone are seldom sufficient. Transparency must extend beyond policy explanations. It requires evidence, regular public updates, and open communication.

This is where concerns arise. While government officials have provided explanations regarding the implementation model, there has been noticeable silence from many lawmakers and beneficiary community groups. Such silence, whether deliberate or unintended, creates fertile ground for rumours, misinformation, and public distrust.

Democracy thrives not merely on accountability, but also on effective communication. Elected representatives owe their constituents a duty to provide clear information on projects facilitated within their constituencies. Likewise, community development groups that benefited from the initiative should be encouraged to publicly showcase completed projects, provide implementation details, and demonstrate the impact of the interventions on local communities.

Public confidence is strengthened when citizens can physically see projects, verify expenditures, and hear directly from beneficiaries. Conversely, where information is scarce, suspicion inevitably flourishes.

The Quick Wins initiative should therefore not be judged solely through political lenses, whether by its supporters or critics. Its success must ultimately be measured by the quality, sustainability, and impact of the projects delivered across communities. If the programme has indeed improved access to water, healthcare, education, sanitation, and livelihoods, then it deserves commendation. Where shortcomings exist, they should be acknowledged and addressed.

Facts matter. Accountability matters. Communication matters even more in an age dominated by instant information and misinformation alike. The people of Cross River State deserve not only development, but also the transparency and clarity necessary to understand how that development is achieved.

Governor Bassey Otu has approved the extension of the tenure of His Royal Majesty, Oval Solomon Osim Edward, as Chairman of the Cross River State Traditional Rulers Council for another two years.

The decision, conveyed in an official letter dated June 23, 2026, also cancels the earlier announced change in the leadership of the Council.

According to the letter issued by the Department of Chieftaincy Affairs, Governor’s Office, Calabar, the extension was granted after a thorough assessment of the monarch’s performance as chairman.

The letter stated that the governor was satisfied with HRM Oval Solomon Osim Edward’s stewardship and found it necessary to retain him in office for continuity and effective leadership within the traditional institution.

The development has brought a fresh twist to earlier expectations surrounding a change of guard in the Council, with the state government now reaffirming confidence in the monarch’s leadership.

The letter, signed by the Special Adviser to the Government on Chieftaincy Affairs, Otuekong Sir Francis A. Edet (KSGG), congratulated the royal father and encouraged him to continue his service to God and humanity.

Gov Otu Breaks Decades of Neglect, Delivers Historic Boki East-West Road

The commencement of the 17-kilometre Phase One of the Boki East-West Road project marks a significant milestone in the development history of Cross River State. For decades, the road represented one of the many unfulfilled promises made to the people of Boki, leaving communities isolated and limiting economic and social opportunities.

Successive administrations acknowledged the importance of opening up the Boki axis, yet the desired progress remained elusive. The result was years of frustration among residents who watched development discussions come and go without tangible results on the ground.

Against this backdrop, the decision by Governor Bassey Otu’s administration to undertake the construction of the road deserves recognition. Beyond its physical importance, the project carries symbolic value. It signals a commitment to addressing long-standing infrastructural deficits and restoring confidence in government promises.

Infrastructure remains one of the most visible indicators of governance. Roads are not merely strips of asphalt. They connect communities, facilitate trade, improve access to healthcare and education, and stimulate economic activities.
