The Cross River State House of Assembly has commenced consideration of a proposed constitutional amendment aimed at providing for the establishment of State Police Services across Nigeria.
The consideration took place during plenary on Tuesday, September 29, 2026, at the Chamber of the Cross River State House of Assembly, Assembly Complex, Calabar.
The proposed legislation, titled “A Bill for an Act to Amend the Constitution of the Federal Republic of Nigeria, 1999, to Provide for the Establishment of State Police Services and for Related Matters in the 36 States of the Federation,” was transmitted by the National Assembly to the 36 State Houses of Assembly for consideration.
The proposed amendment seeks to establish a constitutional framework for State Police Services while retaining the Nigeria Police Force as the Federal Police Service.
The communication from the National Assembly included the Bill, votes and proceedings of both chambers, as well as other relevant documents relating to the proposed constitutional alteration.
During plenary, members moved and seconded a motion for the correspondence to be read, received and laid before the House. The lawmakers subsequently approved the document as a working document for further consideration.
The Speaker of the House, Rt. Hon. Elvert Ayambem, stated that the proposed amendment would be subjected to the appropriate legislative process, including consideration and debate, before the House takes a position on the matter.
The House thereafter proceeded with the First Reading of the Bill, marking the commencement of its formal legislative consideration in Cross River State.
